    Dear PhD Candidates,

    As Organizing Chairs of the 13th International Doctoral Forum, we are delighted to invite you to attend the forum to be held December 02-04, 2023, in Hong Kong, China. This is the special scientific conference designed to address the research and educational needs of PhD candidates who are involved in the field of AI and Machine Learning, Big Data, System, Networking, and Web Mining.

    The forum will consist of invited speeches and technical presentations. In addition to the technical activities of the forum, there will be ample opportunities for delegates to network through cultural and social events. There will be time for sightseeing around Hong Kong. In addition, this year marks the momentous 60th anniversary of the Chinese University of Hong Kong. We joyously welcome friends around the globe to gather and revel in this grand celebration, honoring our shared history, and creating unforgettable memories together as we embrace the future with anticipation and excitement. The Chinese University of Hong Kong has covered major part of the local expenses of the forum, including local transportation and accommodations.
